Not in Anyone’s Back Yard: Transformation from a Residential Campus to Community-Based Care in the Face of Extreme Opposition (L)

Thursday, Oct. 15, 11 a.m.-12:30 p.m.
Session:
C2
Track:
Leadership (L)

Following four years and two failed attempts to relocate a residential center for teenage boys, Secret Harbor transformed its 60-year-old program into a dynamic community-based continuum of services. This workshop will explore the multiple obstacles and opposition both public and private that faced this agency’s attempts to transform into mainstream rural Northwest Washington. The result is a textbook case of how to “turn lemons into lemonade” as the agency adopted innovative principles of family-driven, youth-guided care to convert opposition into support. The result is a continuum of community-based staffed residential homes, specialized foster care, and intensive in-home services provided across multiple counties and serving a broad spectrum of children and their families.

Brian Carroll, president and chief executive officer, Secret Harbor
